CARTHAGINIAN MILITARY WAS A MULTI-ETHNIC FORCE THAT RELIED HEAVILY ON FOREIGN MERCENARIES AND CONSCRIPTS FROM SUBJECT TERRITORIES. THE USE OF LEVIED TROOPS WAS A NECESSITY FOR CARTHAGE BUT ALSO A MAJOR WEAKNESS.

THE FORCES GATHERED THROUGH CARTHAGE'S LEVY SYSTEM, MOST FAMOUSLY UNDER THE COMMAND OF HANNIBAL, WERE CHARACTERIZED BY THEIR ETHNIC AND MILITARY DIVERSITY.
