Carthage did not field significant citizen cavalry during the Second Punic War; its elite and light cavalry forces were provided primarily by Libyan-Phoenician troops, allied Iberian tribes, and the exceptional Numidian mercenaries. In contrast to the Roman system, where wealthy citizens filled cavalry ranks, Carthage relied on a professional, mercenary, and allied-based army.

The Punic cavalry's composition and tactics were decisive in Hannibal's major victories in Italy.
